The workshop build limit exists so players maintain a good state of the game's performance, going beyond the limit may result in performance loss and or the game crashing. Once the required values are change the Size bar in the Workshop UI will not update immediately, to update the player must re-enter the Workshop Mode.
If manually, extract the file and place it in the Data folder in the game's installation folder Simply download via Vortex / Mod Manager.
